‘Trace DG (prisons) report on facilities’

SHIMLA: Hearing the matter regarding medical and other facilities being provided to the prisoners in different jails of the state, Himachal Pradesh high court has directed the registry to trace out the status report filed by the director general of prisons and correctional services, Himachal Pradesh, in compliance with the order dated October 29, 2018 and attach with the record.The court also directed that copies thereof be given to the amicus curiae as well as counsel representing the member secretary, State Legal Services Authority, and other stakeholders, whom it has requested to give their respective suggestions.The division bench of Chief Justice Surya Kant and Justice Ajay Mohan Goel said it has also given certain suggestions to the advocate general for onward transmission to the director general of prisons and correctional services with whom it would like to interact on some of the issues with regard to initiatives which can be taken to improve the professional, skilled and semi skills.The court has posted the matter for March 19 for next hearing.During the hearing held on September 18 last year, the court had found three problems to be acute, including health of the inmates, be it on account of lack of infrastructure or over-crowding; lack of clean drinking water, as also sanitation and beddings; and safety of inmates for want of adequate staff.The Himachal Pradesh high court had observed that it pass any further order, it would be only prudent that all the jails of Himachal Pradesh are jointly inspected by the director general of prisons and correctional services, the sessions judges of the respective jurisdiction and the deputy commissioners of respective districts.During the last hearing held on October 29 last year, the additional advocate general had sought six weeks’ more time to enable the director general of prisons to visit all jail premises in the state along with the respective district & sessions judges and the deputy commissioners of the districts and then to submit a comprehensive report, jail-wise, along with suggestions for reformation and to improve the internal condition of the jails.
