The CBI had registered two cases on July 22, 2017 on the orders of Himachal Pradesh high court. After finding that five persons arrested by police had no role in the Kotkhai rape-murder case, the CBI had expanded the ambit of investigation and had taken blood samples of 250 people before finally arresting Anil Kumar on April 13 last year. Shimla: While the CBI last year claimed to have solved the Kotkhai rape and murder case with the arrest of a wood cutter, an NGO from Shimla in a letter to the Prime Minister’s Office (PMO) has questioned the CBI’s claim on the ground that blood samples of all the people of Kotkhai and surrounding areas were not taken.NGO Madad Sewa Trust sought intervention of PMO to provide justice to the minor girl and demanded lie detector and brain mapping test of the arrested person to bring out the truth. In the letter, Tanuja Thapta of Madad Sewa Trust has stated that the rape and murder case of Kotkhai falls under the rarest of rare category so there was need to fix the accountability of each and every person associated with the matter which CBI had not been able to do.The NGO has alleged that CBI showed haste in taking blood samples of people for DNA matching from the areas located near the crime spot and a majority of people were left out in the process of matching DNA samples.
