THANE: The anti-extortion cell has filed a voluminous, 1,647-page chargesheet in the special MCOCA court here against fugitive don Dawood Ibrahim 's brother Iqbal Kaskar and his six aides, three of whom, including Chhota Shakeel , are declared as absconding. The chargesheet mentions that Kaskar used his aides to unleash a wave of terror for extorting money from the business and builder fraternity of Thane, Mumbai, Navi Mumbai and other parts of the country.The chargesheet was filed in the MCOCA court of Judge A S Bhaisare within 60 days of Kaskar's arrest. Other than Kaskar, his aides Israr Sayeed and Mumtaj Sayeed, financer Pankar Gangar , and the absconders, including shooters Shammi and Guddu as well as Chhota Shakeel, were named, Pradeep Sharma, senior inspector of the anti-extortion cell, told TOI.Sharma said cops have annexed a detailed account of evidence against the accused, which includes statements of 67 witnesses as well as Kaskar and details of properties usurped by him using extortion Sharma said that Kaskar has also given details of his family as well as of Dawood Ibrahim, who is based in Pakistan. Sharma said Dawood's third son Moin does not endorse his father's business and that he is very religious and has learnt the Quran by heart. "He told us that Moin is Hafiz-e-Quran (one who has memorized the whole Quran). He now lives as a maulana in a masjid based in Karachi and preaches religion there," said Sharma.A total of three cases were registered against Kaskar and MCOCA was invoked in one lodged at Kasarvadavali police station. Kaskar, Israr and Mumtaj were allegedly threatening a prominent builder in Thane using Dawood's name since 2013 and had managed to extort four flats from him. They sold three flats; Mumtaj was found living in the fourth.Meanwhile, another chargesheet has been moved in court in a case where the three were booked for threatening a jeweller and extorting Rs 15 lakh. A police officer said shooters Shammi and Guddu were allegedly sent by Kaskar to threaten their targets when they initially did not take Kaskar's calls seriously. "We have also mentioned that Chotta Shakeel ran the entire show here on Dawood's orders by using VOIP calls as well as routing hawala money by using angadiyas," said an officer.Cops said they want to further investigate how Kaskar used his aides to vacate old buildings by taking a "contract" from developers. The evidence against the accused includes phone call records.
