Local bodies to take over assets & liabilities

The secretaries of local bodies concerned shall be responsible for taking over the assets and liabilities.The state government had wound up Kollam Development Authority Thrissur Development Authority , Calicut Development Authority and Valluvanad Infrastructure Development Authority in March 2017.The new decision pertaining to assets, liabilities and staff was made as per the provisions in the Kerala Town and Country Planning Act, 2016 and Kerala Town and Country Planning (development authorities) Rules, 2015. Thiruvananthapuram: State government has decided to transfer the assets and liabilities of four defunct development authorities to respective local bodies.The government has also decided to form a separate planning wing in the local self-government department (LSGD) to accommodate the planning staff of the development authorities which had been wound up.The decision follows the move to merge the technical staff of the defunct development authorities with LSGD’s engineering services. The service of temporary and contract staff will be terminated immediately. The state now has three functional development authorities: Thiruvananthapuram Development Authority, Greater Cochin Development Authority and Goshree Island Development Authority.The secretaries of local bodies have been authorized to make necessary payments from the funds of local self-government institutions (LSGI) concerned to meet the inevitable expenditure of the dissolved development authorities.As per the decision of LSGD, the ministerial staff of wound up development authorities shall be merged with the municipal common service. In case posts corresponding to that of ministerial staff are not available in the services concerned, they shall be accommodated in posts having pay scales just below the scale of pay, thus protecting their current pay.In case of pensioners from these four authorities, payment of pension benefit shall be borne by the respective LSGIs, said the order issued in this regard.Also, deputed personnel from the wound up development authorities shall be brought back immediately to their parent department after the completion of formalities with regard to sharing of assets and liabilities.
