Tough tender clause derails ODOP, results in single bid

"Only a single bid was received in the first round. Only industrial associations will be allowed to bid as they understand the demands of the industry. The new clause will however allow many more to bid for the work," said the office bearer of an industries association. "Industrial associations will probably not even have 500 members, let alone 500 people on their payroll. We have changed the clause of bidders having 500 people on their payroll being eligible and now those with even 200 on payroll can submit bids.

LUCKNOW: The state government has been compelled to call for fresh bids for its ambitious ' One District One Product ' scheme after it received just a single bid in the first tender.Sources claimed that the reason for poor response resulting in a single bid was a clause in the tender document according to which only those industrial associations which had at least 500 people on its payroll could submit bids."Only a single bid was received in the first round. Therefore, we had to call for fresh bidding process. We have changed the clause of bidders having 500 people on their payroll being eligible and now those with even 200 on payroll can submit bids. The tender has already been issued and we will be opening bids on July 19. Only industrial associations will be allowed to bid as they understand the demands of the industry. The work pertains to event management, required for promoting products at various levels," said a senior official of industries department.Sources said that various industrial associations had approached the government to inform about the difficulty and seeking a change in the clause."Industrial associations will probably not even have 500 members, let alone 500 people on their payroll. Whoever drafted the tender was clearly not aware about industry associations and how they work. The new clause will however allow many more to bid for the work," said the office bearer of an industries association.
