Lala was a prominent Afghan Sikh who used to take up the community's issues with Afghan government at various levels. After his killing the Afghan Sikh Hindu Welfare Society (ASHWS) had sought Prime Minister Narendra Modi's help to ensure safety of minority communities in the country. Kulraj, along with his and many other Sikh and Hindu families, had also left Afghanistan and arrived India in 2016. Sikh and Hindus' concentration was in Kabul, Jalalabad, Herat and Ghazni.
