Budget session of Odisha assembly from March 20

BHUBANESWAR: Budget session of the state assembly will commence from March 20 and continue till May 5 in two phases. Appropriation bill of the full budget will be passed on April 30, said an official source. While the first phase will continue from March 20 to March 31, the second phase will begin from April 11 till end of the session.According to an official notification, the session would start with governor S C Jamir’s address to the assembly. After two days of discussion on the governor’s address, finance minister Shashi Bhusan Behera would present the annual budget for 2018-19 on March 23.“Since there is gap of hardly a week between presentation of budget and beginning of new financial year (by the time of which appropriation bill of the budget should be passed), only a portion of the budget will be taken up for appropriation (vote on account) on March 31,” said an official.Budget money cannot be spent by the state government without appropriation in the assembly..
