The incident took place about a month back and in public glare.

A wealthy man called Saroj Meher of Patnagarh in Balangir district fought for the Assembly seat as a Biju Janata Dal candidate.

He won the election and ousted the five-time MLA K.V.Singh Deo.

On a complaint over bad roads, Meher held a kind of Kangaroo Court and punished the Junior Engineer concerned forcing him to do sit-ups and get slapped by his senior officer in the public.

He was alleged of sub-standard work and the MLA was bang on to boost his image by that act which invited condemnation from all.
