HC to UT: Consider 2 inspectors for promotion

Inspectors Dilsher Singh and Gurmukh Singh were considered by the selection committee but were not promoted for want of vacancies. The HC on Friday ordered to dispose of the matter, asking the UT to promote Dilsher and Gurmukh to the post of DSP immediately on availability of vacancies. They had stated that their next channel of promotion was DSP and by deputing DANIPS officers, their promotion chances have been blocked.In its wake, CAT had set aside the Central government’s orders and directed the UT administration to promote the inspectors to the rank of DSP.Aggrieved by CAT’s orders, the Chandigarh administration had filed an appeal before the HC.During the hearing of the case, the administration informed the HC that inspectors Amrao Singh and Charanjit Singh have been promoted. CHANDIGARH: In a relief to Chandigarh police inspectors Dilsher Singh and Gurmukh Singh , the Punjab and Haryana high court on Thursday directed the Chandigarh police to consider them for promotion to the rank of deputy superintendent of police (DSP).A division bench of Justice Rajiv Sharma and Justice H S Sidhu passed these orders while hearing a petition filed by the Chandigarh administration against the orders passed by the Central Administrative Tribunal (CAT) in April 2017 on the pleas filed by these inspectors.In its April 26, 2017, order, the CAT had set aside the Centre’s July 29, 2016, directive regarding the appointment of Delhi, Andaman and Nicobar Islands Police Services (DANIPS) cadre officers to the posts of DSPs in Chandigarh.The CAT had also directed the UT to consider the case of “applicant inspectors and other similarly situated persons for promotion to the rank of DSP if they are otherwise eligible”.The CAT passed these orders after hearing the petitions filed by four inspector-rank officials, challenging the decision of the Central government to send DANIPS officers on DSP rank in Chandigarh on deputation.The inspectors had argued that they were governed by Punjab Police rules..
