Morni case puts focus on TIP in police syllabii

CHANDIGARH: Lapses of Panchkula police in conducting the investigation in the infamous Morni gang-rape case has led the Haryana police to emphasise on the Test Identification Parade (TIP) methods in the training curriculum at the state's police academy.In a letter to director, Haryana police academy, Madhuban ( Karnal ), Haryana DGP Manoj Yadava has asked "to emphasize the subject of Test Identification Parade and Section 54-A of CrPC during training of investigating officers". Even provisions of Section 54-A of the Code of Criminal Procedure have not been complied with in the investigation.“It seems that either there is no proper training or the investigating officer has intentionally conducted unfair investigation with the sole purpose of providing help to the culprits. The state DGP, in person, submitted these details before the Punjab and Haryana high court on Wednesday.The subject has been introduced by the state police in the police academy training curriculum after being rapped by high court for some apparent lapses in the carrying out investigation in Morni rape case.In its order, passed on January 20, 2019, Justice Raj Shekhar Attri of the HC had observed that it is highly astonishing and disheartening that no TIP has been conducted..
