NEW DELHI: Trucks carrying illegally mined sand and gravel enter the city through unmonitored roads past 11pm every day. Delhi government limits the entry of heavy vehicles into the city to a period between 11pm and 7am, mainly as a preventive measure against pollution. But the roads have a thin police presence at night, and the vehicles have a free rein of the roads.
