His works was noticed by by former chief minister Bangarappa , who motivated him to contest the 1994 assembly election as Karnataka Congress Party (KCP) candidate. Hailing from a poor family of four brothers and three sisters in Yaraguppi village, Shivalli studied at SK Arts College in Hubballi.However, poverty did not allow him to complete his BA. He later joined the Congress.Though Bangarappa moved to the SP, BJP and even floated another regional party, Shivalli remained a staunch Congressman. His victory in the 2018 assembly election, saw him get a ministerial berth.He is survived by wife Kusuma and daughters Deepa, Roopa and son AmarshivaShivalli was inducted as minister on December 22, 2018.
