In case, the students do not pay the fees to the colleges, the college authorities refuse to give back the original certificates to them. The officials of Council for Higher Education opine that holding the certificates by the college managements due to non-payment of fees is illegal. It may be mentioned that government has not been able to clear the arrears of fee reimbursement since 2013-14.
