For more than a decade now, the Pune Municipal Corporation (PMC) has been inviting suggestions from locals on how to spend its civic budget. However, the civic budget should involve a common civic issue across the city. While ALMs are strictly local groups, the resident associations are localised groups covering a larger geographical area.
