For more than a decade now, the Pune Municipal Corporation (PMC) has been inviting suggestions from locals on how to spend its civic budget. However, the civic budget should involve a common civic issue across the city. While ALMs are strictly local groups, the resident associations are localised groups covering a larger geographical area. Hence, when a municipal budget is formulated, officials need to look at the requirements of the whole city and not only those of a local area.
