New Delhi: Congress chief Rahul Gandhi on Monday decribed his newly made poll promise -- a minimum income guarantee (MIG) scheme -- as a "groundbreaking" measure to end poverty.

He said if Congress came to power after 2019 Lok Sabha polls, 20 per cent families in poorest of the poor category would be given Rs 72,000 each annually as a minimum income.
"The time for change has come," Rahul said while making this promise.
