According to a report in The Times of India, the accused man has been identified as Ejaz Sheikh, who seems to have a learning disability and is in his 20s.
He was arrested from his home following the complaint.
On Thursday night, the locals reported an injured dog lying near the Ward 8 office.
The dog was found with severe injuries on its head and other body parts and was rushed to the hospital.
The dog’s teeth were also found broken.
Eyewitnesses said that Sheikh first thrashed the dog and then tied it with a belt and kept hitting it with a rod.
