Picture by Bhola Prasad Chief minister Raghubar Das has declared, for first time since assuming power two years ago, that the state government was working towards granting legal rights to urban slum dwellers residing outside Tata Steel leased areas of Jamshedpur, green lighting a longstanding promise he had made as a first MLA in 1995. Addressing a gathering of over 2,000 at Birsanagar, some km from the city centre, during the inauguration of a park beautification project on Monday, Das said, "My government is working on providing legal rights to urban slum dwellers in Jamshedpur and soon all residents will be getting malikana haq (legal rights) of their properties." Implicit in the chief minister`s promise of legal rights is the government`s commitment to improve civic amenities for the over 4 lakh people who reside in over 140 urban slums dotting Jamshedpur East Assembly constituency that is served by Jamshedpur Notified Area Committee (JNAC) as opposed to the steel city whose facilities are well looked after by Tats Steel and its subsidiary Jusco. "Mera nara hain sabka saath, sabka vikash, sabka nyaya. Main rajniti main imandari se aaya hoon. Mere liye rajneeti ek mission hain. Malikana sangarsh ke liye maine hamesha imandari se ladha hoon aur Vidhan Sabha main is mudde ko uthaya hoon. Basti walon ko nyaya jarur milega (My slogan has always been development for one and all. Earlier in the year, Jharkhand Saman Adhikar Manch, a social outfit, held a torch rally in various parts of the Jamshedpur East constituency and even threatened to hold a demonstration in front of the Assembly in Ranchi, to demand legal rights for urban slums. On the beautification project of Bhagwan Birsa Munda Pahari, on which stands a 12-feet statue of the tribal icon, the chief minister said the government would also try to convert the 150 feet high hillock into a tourist hub. JNAC has so far spent Rs 20 lakh on landscaping, erecting boundary walls and railings, putting up tiled steps and benches, planting saplings. Birsa Seva Dal had installed the statue of the freedom fighter in June 1979 at a cost of Rs 16 lakh, while the staircase leading to the statue on the hill was constructed by JNAC in 2010 using funds provided by Das, then an MLA of Jamshedpur East. At Monday`s function, the chief minister also spoke at length about the achievements of his government in the field of job creation (nursing centres at sadar hospitals for tribal girls) and education (new medical colleges).
