OPINION: Must learn from past experiences

Summary:

There is an urgent need to establish the Inter-State River Basin Authority to take decision on discharge of water at the time of heavy to heavy rains especially during flood. Further, the Flood Forecasting Mechanism should also be put in place whereby the Inter-State River Basin Authority can take a decision on release of water already stored in the reservoir. States should not allow construction within the red line which block the flow of river causing flood.
