Miscreants are fearless in the Nishatpura area of the state capital as they are demanding extortion money by waving sharp edged weapons and threatening to kill if the locals protest. Video and pics of the latest incident surfaced on Wednesday. A youth was attacked and beaten up. The miscreants asked the young man for money in exchange for parking his car in front of his house and when he did not provide the money they reached his house with sharp edged weapons and started abusing him. A video of the entire incident has also surfaced in which the miscreant is seen waving the sword. Taxi driver Shakeel Khan (45) said that he live in Hanif Colony Karond and park vehicle outside house. In return for which Mushtaq and his brother Afaq, who live nearby, ask for parking fee. They also do this with other people in the locality and if you protest, they would hit you. The accused attacked him on Wednesday night. Then he waved sharp edged weapon outside the house and threatened to kill. They made a video of this and complained to Nishatpura police station. But, no concrete action was taken against both of them. The police issued a non-custodial check under section 155 (not a punishable offence) and released him. This boosted his morale further. In the police department, often in simple cases of assault, FIR is not registered and an inadmissible check is issued (not a crime worthy of interference). This information is available in the diary of the concerned police station. On the basis of that incomplete cheque, any complainant can file a complaint in the district court. The complaint is filed before the Judicial Magistrate First Class (JMFC) through an advocate. The police use it when they do not consider the action worthy of police intervention.
