10 depts failed to provide records; take action, CAG tells state govt

Allahabad: The Comptroller and Auditor General of India ( CAG ) has urged the state government to take action against officials from 10 departments after they failed to produce required records for an audit of schemes, despite repeated reminders.The CAG claimed that the unavailability of the records for an audit report for 2016-17 had restricted its constitutional mandate. The technical education department replied to 117 letters of 1,086 memos it was sent.The rural development department, sports department, prisons administration and reforms services department, urban development department medical health and family welfare department, panchayati Raj department were the other errant departments.Principal accountant general, Sarit Jafa, said, “The officials’ failure to produce records severely limits the exercise of CAG’s constitutional mandate and may result in lack of accountability by the state government functionaries and lead to concealment of fraud, misappropriation, embezzlement.”“The state government is urged to take appropriate action including flagging of individual instances of non-production records from vigilance angle and initiation of disciplinary action against the concerned officials,” he said. The watchdog said that it had led to concealment of fraud and misappropriation of funds.As many as 108 units of 10 government departments did not produce the required records during an audit of 11 schemes.The report on general and social sector for the year ended March 31, 2017 was presented in the city on Wednesday, a month after it was tabled in the state assembly.Out of the 4,046 queries issued in respect of seven schemes audited during 2016-17, CAG said it received replies only to 787 audit memos and partial answers for just 164.The CAG said it did not get any records from 11 units of the 12 related to National Food Security Mission from the agriculture department.It also did not get any records from 22 out of 26 memos related to the activities of rge technical education department, 26 related to the accelerated irrigation benefit programme of irrigation and water resources department.The irrigation and water resources department was sent 233 memos, but authorities replied to none.
