Administration set to allow need-based changes in Industrial Area

CHANDIGARH: To regularise changes made by owners of industrial plots in both phases of Industrial Area , the UT administration is coming up with a policy for need-based changes.The administration will follow the pattern of policy being framed by Chandigarh Housing Board (CHB) for allowing one-time regularisation of the violations by the allottees.According to sources, UT adviser Parimal Rai has asked UT finance secretary Ajoy Kumar Shina to work on providing one-time relief to owners of plots in Industrial Area.Before taking a policy decision for regularising genuine need-based changes made by owners of industrial plots, a survey will be conducted by teams of estate office. The teams will inspect all the plots to know the type of changes made by the owners in the buildings and whether the changes have impacted the structure stability. Based on the survey report, the administration will decide on type of changes which will be regularised.The administration had set up Phases I and II of Industrial Area during the 1970s on an area measuring 147 acres. The plots are governed by zoning and architectural control, which were prepared as per the conditions prevailing at that time. There are 1,884 plots in both phases, of which 700 are 1 kanal and above, while there are 443 and 180 plots measuring 10 and 15 marla, respectively. There are as many as 381 plots of 5 marla.To meet their requirements, the owners have made changes in the building plans in violation of the bye-laws for which they are facing misuse notices. The most common changes include construction on plot more than permitted floor area ratio (FAR); temporary sheds on the rear and front side; division of plots; boundary walls replaced with railings; and installation of mobile towers.In their defence, industrialists accuse the administration for not amending the by-laws in time, which forced them to make changes in their properties in violation of norms.Pankaj Khanna, president, Industries Association of Chandigarh, said over the years, the industrialists have been urging the administration for allowing changes to meet their growing needs. “Allowing needbased changes is the need of the hour.
