SHOs, munshis not to continue for over 3 years

CHANDIGARH: In its initiative to clean the policing system on the ground, the Punjab Police, in its new transfer policy has made it mandatory for SHOs and munshis not to continue at the same police station for more than three years.Several questions have been raised even by the Punjab cabinet ministers on the alleged nexus of the SHOs, munshis and other staff posted at police stations with drug smugglers. In case an upper subordinate has competed 12 years in a range as upper subordinate, he or she shall be transferred to another range. It has also been made clear that no police personnel shall remain posted in the same district after registration of a criminal case against him or her in the district. The range IG or DIG concerned would immediately post such an official to another district in the range.However, the DGP has cleared in the transfer policy that he can grant exemption from the instructions issued in the new transfer policy in exception cases on written requests from the SSP or the commissioner of police concerned. Also, no officer below the rank of a regular inspector or sub inspector can be appointed as SHO.According to the policy, upper subordinates which include inspectors, sub inspectors and assistant sub inspectors, who have completed eight years in a district as upper subordinates would be transferred to another districts within a range by the range IG or the DIG concerned.

There has been a demand to transfer existing SHOs out of their present district of posting.As per the new transfer policy for upper and lower subordinates in the district police cadre issued by DGP Suresh Arora, the minimum tenure of an SHO shall be one year but it can be extended maximum up to three years by the SSP concerned or the commissioner of police by mentioning specific reasons.The new policy says no SHO in-charge of a police station should be posted in his home sub-division. Also, no officer below the rank of a regular inspector or sub inspector can be appointed as SHO.According to the policy, upper subordinates which include inspectors, sub inspectors and assistant sub inspectors, who have completed eight years in a district as upper subordinates would be transferred to another districts within a range by the range IG or the DIG concerned. In case an upper subordinate has competed 12 years in a range as upper subordinate, he or she shall be transferred to another range. The tenure of upper subordinates posted in a police station shall ordinarily be three years, which can be extended up to five years.The new policy says the tenure of in-charge of the crime investigation agency and in-charges of special staffs shall ordinarily be one year which can be extended to a maximum of three years by the SSP or the commissioner of police concerned. It has also been made clear that no police personnel shall remain posted in the same district after registration of a criminal case against him or her in the district. The range IG or DIG concerned would immediately post such an official to another district in the range.However, the DGP has cleared in the transfer policy that he can grant exemption from the instructions issued in the new transfer policy in exception cases on written requests from the SSP or the commissioner of police concerned.
