Naina Mishra Chandigarh, July 11 The Panjab University (PU) Affiliation Committee today extended temporary affiliation of various courses at Post Graduate Government College-46 (PGGC-46) and Government College of Commerce and Business Administration-50 (GCCBA-50) for the session 2019-2020. However, the committee did not gave the approval to start BCA -1 (second unit) at the PGGC-46. The committee has also given August 31 as a deadline to recruit faculty desired in the inspection team report. The decision comes after an official communication was sent by the Director Higher Education (DHE) to the committee stating that the colleges would recruit full-time faculty as per the norms of the University Grants Commission (UGC). The committee asked the colleges to report the compliance of discrepancies pointed out by the Inspection Committee pertaining to the hiring of faculty. The PU had asked the PGGC-46 to recruit seven faculty members on regular basis for BBA 1st year (1 unit) and BBA 3rd year (1 unit). For the BCA 1st year (second unit) and BCA 3rd year (second unit), the college was asked to recruit nine faculty members on a regular basis. For the GCCBA-50, 11 faculty members for commerce courses (BCom, MCom and BBA course) and seven regular faculty members as per government rules for BCA (one unit each for the first, second and third year) were required to be recruited. On Sunday, in an official communiqué sent by the PU affiliation committee to the PGGC-46 and GCCBA-50, it was stated that the colleges were not to take admission in various courses in view of non -compliance of discrepancies pointed out by the committee. Edu Dept to recruit on contractual basis The Chandigarh Education Department also convened a meeting today with the college principals to discuss the issue. UT Education Secretary BL Sharma said, “We fill regular posts through the Union Public Service Commission (UPSC) in colleges. As an interim arrangement, we can have recruitment on contract basis.” As per sources, while the sanctioned posts would be recruited on a contractual basis as an interim arrangement, the posts over and above sanctioned posts may be filled by retired faculty or research scholars. For self-financed courses, Punjab’s method of society recruitment may be adopted as well. The UT Education Department has written to the Government of India since 2010 for the creation of more than 100 posts in the UT Government Colleges. However, the proposal hangs fire to date.
