Himachal Govt hikes fodder grant to Rs 1,200 per animal to tackle stray cattle menace

In a major step towards livestock welfare and to address the growing menace of stray cattle, the Himachal Pradesh Government has enhanced the monthly fodder grant for Gauvansh (stray cattle) housed in Gausadans (cow shelters) from Rs 700 to Rs 1,200 per animal. The move, aimed at ensuring better care for stray cattle and reducing crop damage, underscored the States commitment to both animal welfare and safeguarding farmer interests.   A government spokesperson, announcing the decision on Sunday, said: This increase reflects Chief Minister Sukhvinder Singh Sukhus concern for both the welfare of stray cattle and the growing distress among farmers whose crops are repeatedly damaged by wandering animals.   To further strengthen cattle care infrastructure, the State Government is also providing financial assistance for the establishment and expansion of Gausadans. Grants of Rs 10 lakh or 50 percent of the project cost (whichever is lower) are offered for setting up new shelters, while expansion projects are eligible for Rs five lakh or 50 percent of the cost.   The government has also earmarked funds for these initiatives through an increased cow welfare cess, collected via an enhanced liquor cess of Rs 2.50 per bottle. The revenue is specifically channelled to improve cattle welfare facilities across the State.   The spokesperson emphasized that stray cattle straying into agricultural fields has become a serious concern, causing significant financial losses and demoralizing farmers. Many, he said, are losing interest in farming altogether due to this recurring problem. These proactive measures aim to rehabilitate stray cattle, ensure their proper nourishment, and provide the farming community with much-needed relief, he added.   With this enhanced support, the government hopes to ease the burden on farmers, improve conditions in gausadans, and take a concrete step towards managing the stray cattle issue in a sustainable and humane manner.
