Punjab Govt Prioritises Legal, Safe, and Transparent Adoption for Destitute Children

Reaffirming its commitment to the welfare and future of orphaned and destitute children, the Punjab Government has taken a significant step toward strengthening and streamlining the legal adoption process in the state. At a state-level training programme on Adoption Regulation-2022, Punjabs Social Security, Women and Child Development Minister Dr Baljit Kaur emphasized the need for a transparent, efficient, and humane approach to child adoption.   Organised at the Mahatma Gandhi State Institute of Public Administration, Chandigarh, the training was spearheaded by the Department of Social Security, Women and Child Development in collaboration with the Central Adoption Resource Authority (CARA) and the National Institute of Public Cooperation and Child Development (NIPCCD), Mohali.   Addressing the gathering, Dr Balbir noted that while the reality of abandoned and orphaned children remains distressing, it is the collective responsibility of society and the government to ensure that these children are not only protected but also provided a nurturing environment. It is unfortunate that even today, newborns are sometimes abandoned or harmed. We appeal to well-off families to come forward and legally adopt such children, offering them a life filled with love, dignity, and opportunity, she said.   Highlighting the importance of the Adoption Regulation-2022, Dr Balbir stressed that all stakeholders involved in the adoption ecosystem — be it officials, care home staff, or legal authorities — must be sensitized and fully informed of the legal procedures involved. This training is meant to eliminate procedural gaps, ensure compliance with legal standards, and safeguard the rights of the child at every step, she added.   The Minister underscored the Mann-led Governments dedication to transforming the lives of abandoned children by ensuring that every adoption is not only lawful but also compassionate. We are working to make adoption a secure and seamless process so that more children find their way into loving homes, she affirmed.   Punjab State Child Rights Protection Commission chairman Kanwardeep Singh also addressed the session, commending the initiative. He said that empowering frontline officers with knowledge and tools related to adoption laws and procedures is vital for upholding child rights and ensuring long-term rehabilitation of vulnerable children.   CARA CEO Bhavna Saxena, present on the occasion, praised Punjabs proactive stance in institutionalizing safe and legal adoption mechanisms. Adoption is a deeply sensitive issue. Regular training sessions like these ensure procedural integrity, build trust among prospective parents, and ultimately serve the best interests of the child, she remarked.
