Engineers issue white paper on management failure

The figures of Aggregate Technical & Commercial Losses (AT&C Losses) of Haryana Discoms are 30.23 per cent for DHBVN and 35.03 per cent for UHBVN. As a result, instances of engineers and staff being assaulted and injured by power thieves and their associates have multiplied enormously. The incidences of manhandling of engineers have been reported from Ambala, Karnal, Kaithal, Rohtak and Panipat circles. While carrying out raids for detecting power theft either the police protection is not provided or it remains totally ineffective.

In a release issued here, the AIPEF said the white paper had been sent to Haryana Chief Minister, Prime Minister, Union Minister of State for Power and other officials, stated Padamjit Singh, chief patron, AIPEF. The high-handed Discoms administration under the control of an IPS officer is forcing the engineers and staff to intensify power raids to check power thefts, even at night hours to achieve impossible targets because of totally unmanageable workloads at working levels of the SDO and the XEN. While carrying out raids for detecting power theft either the police protection is not provided or it remains totally ineffective. As a result, instances of engineers and staff being assaulted and injured by power thieves and their associates have multiplied enormously. The incidences of manhandling of engineers have been reported from Ambala, Karnal, Kaithal, Rohtak and Panipat circles. It was also reported in the meeting that the Chief Engineer (Operations) UHBVN, Panchkula, has directed the engineers not to raise issue of manhandling in the official WhatsApp group so that Discoms management remained unbothered on the issue. It may be mentioned that the Haryana Electricity Regulatory Commission (HERC) in its order of July 2017 has taken an adverse view of Discoms failure to reduce losses. The figures of Aggregate Technical & Commercial Losses (AT&C Losses) of Haryana Discoms are 30.23 per cent for DHBVN and 35.03 per cent for UHBVN. The AT&C losses in Haryana are more than double the Gujarat figures of 16.19 per cent.
