CHENNAI: The State Human Rights Commission ( SHRC ) in Tamil Nadu on Tuesday took cognisance of negligence on the part of the Tirunelveli district administration in setting up an internal complaints committee ( ICC ) for woman employees to lodge complaints of sexual harassment SHRC member D Jayachandran has directed the Tirunelveli district collector to explain as to why an ICC has not been constituted and why the collector and the city commissioner has not acted on the sexual harassment complaint filed by a woman employee against a disaster management tahsildar in Tirunelveli.The commission has directed the officials to explain why negligence on their part in taking action on the complaint cannot be construed as violation of human rights of the victim.Directing the officials to file their reports in four weeks, the commission warned that in case of default, it would proceed further and take such action as it deems fit and proper.The commission passed the order after suo motu taking cognisance of a news article published by a daily.According to the article, a 25-year-old single mother, who was working as a temporary employee in the disaster management department at Tirunelveli collector's office, was subjected to sexual harassment by the tahsildar.She lodged a complaint with Tirunelveli district revenue officer P Muthuramalingam.
