The Delhi Chief Minister Arvind Kejriwals private secretary Bibhav Kumar has been asked to vacate his Government quarter in Civil Lines area following the order of Kumars termination of service passed by Vigilance departments Special Secretary YVVJ Rajshekhar on April 10. In a letter dated Tuesday, the Director of Allotment of Public Works department Ashish Kumar wrote, As per Sub Rule 2 (1) of Rule 11 of GNCTD Allotment of Government Residences (General Pool) Rules, 1977, the maximum permissible period to retain the government residence in case of Resignation, dismissal or removal from service, termination of service or unauthorised absence without permission is one  month. Further it said that he is eligible to keep the residence allotted by the government until May 10, a month after his termination orders. The missive stated, Hence, upon termination of his services, Kumar is eligible to retain the government accommodation of GNCTD for a maximum period of one month only i.e. up to May 10. The quarter no. D-II, Type-VI, Chandrawal Water Works II, Civil Lines, Delhi allotted to Bibhav Kumar is hereby cancelled with immediate effect and Sh. Bibhav Kumar is further directed to vacate the said government accommodation on or before May 10 i.e. within a maximum permissible period of retention of one month. The missive also mentioned the Central Administrative Tribunal (CAT), which refused to stay the termination of Bibhav Kumar and said, Learned counsel for applicant presses for grant of interim relief. We are not inclined to grant such relief at this stage inasmuch as granting the same will amount to the final relief. Earlier, the Delhi government vigilance department terminated Kumar from his services. An action in this regard has been taken in connection with a case pending against him for obstruction. The vigilance department order citing a case of 2007 pending against Bibhav Kumar in which he was accused of obstructing government work. The Competent Authority hereby terminates the engagement of Bibhav Kumar, in terms of the provisions of Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965, with immediate effect, the order said. The directive further noted that a government employee, Mahesh Pal, had alleged that Bibhav Kumar obstructed him from performing his duties and verbally abused him. The order specified that a case had been filed against Bibhav Kumar.
