The Hubballi Ayurveda Seva Samiti’s Hubballi Ayurveda College (HAC), Heggeri, Hubballi had allegedly flouted rules and regulations pertaining to SC-ST and other backward communities’ reservation.According to the complaint filed by N Muniraju, joint director, social welfare department, Dharwad, at Old Hubballi police station, HAC has intentionally violated government rules and denied jobs to SC-ST candidates in teaching and non-teaching posts from 1985 to 2013. “We have been directed by the government to book a case against the college under Section 5 of Karnataka SC-ST and OBC (Recruitment others reservation) Rules, 2000,” he added.He said that though he had received a directive from Rajashri Kulkarni, under-secretary 2 of additional chief secretary of the government, SWD, Bengaluru, through her letter dated Sept 6, 2018, he filed the complaint after seeking the opinion of the district legal adviser appointed by the government. “We have requested police to inquire into the violation,” he informed.This case had become a problem for officials of various departments like health, social welfare, health and civil rights enforcement directorate.According to an inquiry report dated Aug 16, 2018, submitted by SWD commissioner to additional chief secretary, HAC has violated all reservation rules and it can be prosecuted under Karnataka SC-ST and other backward classes (reservation of appointments etc.) Act, 1990 and Amendment Rules 2000.TOI’s efforts to contact A I Sanakal, principal and secretary, college management committee, for his comments were in vain. Earlier he had said, "We have followed all rules and regulations in direct recruitment and promotions. SC-ST candidates were not available in 1986 and later, we appointed other candidates as per government’s directions.”Shivakumar Bhojashettar, a senior journalist, who brought this violation to light, said: “How was this not pointed out by any government agencies since 1986?
