Employees' bodies, Manipur government sign deal over 7th pay

Chief secretary J Suresh Babu signed the deal on behalf of the state government. Following the agreement, the signatories - Manipur Secretariat Service Association (MSSA), Manipur Government Services Federation (MGSF) and Manipur State Pensioners' Union (MSPU) - called off their indefinite strike.Despite inking the agreement, the Joint Administrative Council (JAC) of All Manipur Trade Unions' Council (AMTUC) and All Manipur Government Employees' Organisation (AMGEO), which are the apex employees' and pensioners' bodies of the state, did not attend the negotiation process. IMPHAL: Two state government employees' bodies and a pensioners ' union on Friday evening signed a five-point memorandum of understanding (MoU) with the government over their demand to implement the seventh pay commission's recommendations.In the MoU, the state government agreed to extend benefits of the 7th pay commission to the employees and pensioners with the fitment factors of 2.57 notionally with effect from January 2016 and actually from April 1 next year. Such benefits with revised allowances will be paid from April 1, 2020.In the presence of chief minister N Biren Singh and some of his cabinet colleagues, the agreement was signed between the two parties following a meeting at his office secretariat . Denying the agreement, the JAC said it will not suspend its ongoing stir.A leader of the agitating JAC said they stayed away from the meeting as the government refused to withdraw the warrant of arrest and showcause notices served on council office-bearers.

The three bodies which signed the MoU should come out with a credible explanation on the matter, failing which they should be held responsible for any untoward incident arising out of the ongoing stir, he said.Friday's MoU agreed that the seventh pay benefits with allowances at pre-revised rates will be deposited to the General Provident Fund accounts for the period between April 1, 2019 and March 31, 2020. Such benefits with revised allowances will be paid from April 1, 2020.In the presence of chief minister N Biren Singh and some of his cabinet colleagues, the agreement was signed between the two parties following a meeting at his office secretariat .
