A post of joint commissioner litigation has also been formed through the policy which will operate in Jabalpur Indore and Gwalior to assist the advocate general and additional advocate general in proper and efficient management and conduct of litigation. The policy provides for formation of a legal cell in each department of the government and appointment of nodal officers for these departments at district level. These new appointments will be made mainly to help government departments to avoid any litigation which might crop up due to department’s lack of legal awareness and also to monitor pending cases before the courts. The litigation policy has come into force from April 27, 2018 and addresses many wide range of topics including monitoring of prosecution officers, grievance redressal, expeditious filing in cases etc. "All departments of the government will have a legal cell which may have law experts as per quantity of litigation, and each department will have nodal officers which will be employed at each district of one for multiple districts in departments where litigation is low," ADPO Uday Bhan Raghuwanshi said. The primary aim of legal cell is to ensure that the administrative orders issued by the departments on day-to-day basis are in conformity with relevant acts, rules, notifications and judicial pronouncements, which can minimise litigation up to a great extent. The legal cell will be responsible for providing advice on law points, in day-to-day administrative functions, as and when required. The nodal officers, on the other hand, would be responsible for regular monitoring, coordination and effective management of litigation pending before Supreme Court, high courts and subordinate courts, tribunals etc.
