JAIPUR: The blame game is on over the implementation of the PM-Kisan Samman Nidhi Yojana in the state.While the BJP leaders allege that the Congress ruled state had not submitted data of eligible farmers for the PM-Kisan Scheme, the state govt officials allege that Centre’s frequent changes in the rules of the scheme leading to the delay.Announced in the interim budget this year, the Rs 75,000-crore scheme envisages an annual transfer of Rs 6,000 per year to around 12 crore farmers who hold cultivable landholdings up to two hectares.But the process requires state government’s co-operation at every step from starting with sending the beneficiary data to the Centre, which screens it for missing information and discrepancies in the names of bank account holders and applicants.This sanitised data is sent back to the state governments which validate it through district collectors. For transfer of the first instalment of financial benefits, Aadhaar number shall be collected … or alternate prescribed documents for identity verification.”On the next day on another letter to the states said that the Centre had made an amendment to the guideline 8.1 of the scheme had relaxed of mandatory Aadhaar seeding of data base before release of the second instalment. But it said availability of Aadhaar is mandatory.
