Lucknow: With the opposition blocking the passage of Muslim Women (Protection of Rights on Marriage) Bill, 2018 in Rajya Sabha, UP BJP is toying with the idea to constitute a separate panel of experts comprising Islamic scholars, Muftis and advocates to take up cases of instant triple talaq victims in the state.The panel, proposed to be set up in all six zones of the state, will take up cases of instant triple talaq just like All India Muslim Personal Law Board (AIMPLB), an organisation constituted for the protection of Muslim Personal Law (Shariat) and provisioning application of the Islamic Law Code in personal affairs.The proposal to set up separate panel of experts comes days after BJP decided to set up a separate team of party functionaries headed by Nazia Hasan, a member of UP BJP minority affairs wing, to reach out to women who are victims of triple talaq.“The idea of a separate panel is to provide legal support to instant triple talaq victims and rehabilitate them,” Hasan told TOI. She said that the party would also approach the state government to provide training to such victims and make them self-reliant.She maintained that the proposal was driven by social considerations. The minority wing of UP BJP had appointed at least one woman member as in charge of every district to keep a tab on triple talaq cases.Sources said that maximum number of instant triple talaq cases were reported from west UP. “We are compiling list of victims and will decide future course of action accordingly,” she said.AIMPLB executive committee member Zafaryab Jilani, however, questioned the sanctity of such panels. Speaking to TOI, Jilani said that the proposed panels will have only those Muslims who are either aligned with BJP or want benefit out of it. “In fact, the percentage of Muslims with BJP is minuscule. No Muslim will approach these panels and it will have no acceptance,” he said. While Muslims are not bound to approach AIMPLB, such panels will not have any ‘value’, he said.“A mufti or qazi has a specialised degree and is appointed by head of a organisation, be it Darul Qaza, which have been running since 1935, or AIMPLB. Who are these muftis and qazis BJP wants to appoint,” he asked.
