Govt speeds up construction of forensic lab in Azamgarh, new jail in Hathras

Aiming to create a crime-free environment and effectively tackle criminal activities in Uttar Pradesh, the Yogi Adityanath government has expedited the establishment of a forensic lab in Azamgarh and the construction of a new district jail in Hathras. The Planning departments technical cell has been assigned the responsibility to oversee and complete this work under the guidance of the state government. It is noteworthy that the construction of a forensic lab in Azamgarh costing more than Rs 39 crore and a new district jail in Hathras costing more than Rs 146 crore is underway. The government is committed to completing these projects on time and with high quality. The technical cell of the Planning department has initiated the process of appointing a project management consultancy (PMC) agency to complete these tasks. All construction activities under the project are being executed through engineering, procurement and construction (EPC) mode. Through the appointment of the PMC agency, the quality and progress of all construction under the project will be ensured and completed within the specified timeframe. To complete this process, applications have been sought through the request for proposal (RPF) medium. The PMC agency appointed to complete both projects will have to fulfill several crucial tasks. On one hand, after receiving the construction contract for the forensic lab in Azamgarh, the PMC agency will have to complete the architectural design within 75 days. Once the architectural design is completed, all construction work will be finished within 18 months. A defect liability period of 36 months has been stipulated for the entire duration of the project. Similarly, the PMC agency receiving the contract for the construction of the new district jail in Hathras will have to ensure that all construction work is completed following high-quality standards within 18 months. During this period, the PMC agency will have to work as a supervision agency and a defect liability period of 36 months has been fixed under the project. The PMC agency will have to complete the reporting and monitoring process of all construction activities under both projects. It must ensure that during this period, the construction of creative indoor spaces, proper site planning, and various operational requirements according to local needs are fulfilled. While maintaining low maintenance costs, it will also work on the integrated design of electricity, mechanical and other services to ensure high quality. In compliance with environmental standards, the projects will incorporate various sustainable practices. These include green building techniques, improved ventilation, climate-friendly architecture, wastewater recycling, water conservation, and rainwater harvesting. Additionally, water and solid waste management will be implemented. All these processes will be completed under the supervision of the assigned agency.
