NMC stops lifting sanitary waste sans alternative system

Nagpur: Though not yet implemented completely, Nagpur Municipal Corporation (NMC) has apparently stopped collecting sanitary napkin waste along with household garbage for last one year. After a complaint by a citizen, officials of the civic body and private agency — Kanak Resources Management Limited (KRML) are passing the buck to each other.A resident of Janhit Co-operative Society’s flat scheme on Jaitala Road lodged a complaint with municipal commissioner Abhijit Bangar on Friday, complaining that NMC staffer (actually a staffer of KRML) refused to take sanitary napkin waste along with the garbage on Friday.The complainant told TOI that if NMC refuses to pick up sanitary napkin waste with garbage, without making any alternative arrangements, there is bound to be more pollution and unhygienic conditions. “The security guard of our apartment came to all flats and informed us not to put sanitary napkin waste in dry waste dustbin placed on the ground floor. We have two dustbins on the ground floor, with a separate one for wet waste. The security guard said NMC staffer had refused to lift sanitary napkin waste,” she said.“I spoke to the NMC staffer and got the same reply. But the staffer failed to tell me where we should dispose off sanitary napkin waste. Therefore, I lodged a complaint with the civic chief,” the complainant said.She added everyone will either start flushing the waste or throw it in abandoned places near the apartment or backyard. “NMC should solve the problem immediately,” she said.TOI spoke to some other KRML staffers, who confirmed the directives to them. “We refuse to collect sanitary napkin waste with other garbage. But many citizens throw it in garbage after wrapping it in newspaper,” they said.An official from KRML said the policy has been in place for last one year. “NMC officials directed us not to collect medical, industrial and sanitary waste. I think responsibility of collecting sanitary waste has been given to another agency,” he said.NMC health officer (sanitation) Dr Sunil Kamble said no such directives have been given to KRML. “NMC is supposed to collect the waste separately. We have made such provisions in the new contract, which is in tendering process. We will ask citizens to keep a third dustbin or bag for this waste and collect it separately in new contract,” he said.NMC sources told TOI directives had been given to KRML in February last year, but NMC officials failed to rope in another agency to collect the sanitary waste. “A pilot project to install 100 yellow dustbins at a few flat schemes and girls hostels was implemented on February 15 last year. The operator of medical waste garbage disposal, Superb Hygenic Disposals, was asked to lift this waste free of cost for one month. Then the agency was supposed to be paid. KRML was asked not to lift this waste. But Superb submitted an estimate that would have been a big additional cost for NMC so the system did not work out. But officials failed to inform KRML accordingly,” the sources said.An official from Superb Hygenic said they have been lifting this waste from some girls hostels twice a week free of cost for last one year.The incident has also revealed that NMC is neglecting the central government norms in collection and disposal of sanitary waste for last 10 months.
