NOIDA: After getting a tepid response last month, the Noida Authority has again kick-started the process of hiring agencies for door-to-door collection of garbage from different sectors and management of construction and demolition (C&D) waste in the city.The e-tenders for appointing two agencies as well as an NGO to help create awareness about waste segregation in residential areas of Noida will be opened by this month-end and the entire process is likely to be completed by August, officials said on Thursday. And if all goes all, the door-to-door garbage collection will start from September.Though the Authority had opened the e-tenders for all the three types of work in June, there were few bidders for the projects. While only one bid was received for the management of the C&D waste, only two firms showed interest in the door-to-door collection of waste. Three NGOs submitted bids for awareness creation about Solid Waste Management Rules, 2016. However, these bidders wanted relaxation in norms of the Authority and some even sought to work in joint ventures.According to officials, the fresh e-tender for the selection of an NGO will be opened on July 23, while the ones for door-to-door collection of garbage and disposal of C&D waste will be opened on July 31.Rajesh Kumar Singh, officer-on-special duty (OSD), Noida Authority, told TOI that after “the technical and financial bids are over”, the agency concerned will be scrutinised on different accounts, a process which might take about 20-25 days. “Following the scrutiny, we will hopefully finalise the agencies by August, and an agreement will be signed with each one of them,” he said.The Authority hopes to start door-to-door collection of residential garbage and C&D waste by September.Officials are hopeful of getting segregated waste from residents, who will be made aware by an NGO about how to segregate bio-degradable and non bio-degredable waste and use two dustbins — green and blue for the two different kinds of waste.Further, the agency tasked with collection of the C&D waste will have to set up a plant for disposal of the concrete waste. “As this kind of waste cannot be disposed of fully, the agency can either create by-products of the waste or sell it off to cement companies which can reuse the same,” an official said.Moreover, the Authority also wants to hire an agency which can start mechanised sweeping on Noida roads.
