Maoists unveil manifesto, structure of ‘people’s govt’

Ranchi: On direction of CPI ( Maoist )’s Central Committee, the banned outfit’s Eastern Regional Bureau (ERB), which commands Bihar, Jharkhand , Odisha and West Bengal, has released a manifesto on which they plan to work once they assume power with the support of the people. “The number of billionaires in the country has crossed the 101-mark while the remaining 99% of the populace feeds on the remaining 27% of the GDP,” the letter said.The Maoists have blamed the economic liberalisation policy adopted by the government in 1990s for the increasing disparity. “We want political recognition but most of the mainstream parties are afraid of the fact that once an equitable government is formed they would be permanently thrown out of the system by the people only so the best idea is to ban our organisation,” Sanket said. “There has always been a gap among the rich and poor, but it became more pronounced in the last 25 years,” Sanket said.Speaking about the outline of the Maoist model, the Central Committee members have decided to work on a few aspects before declaring their dominance in any region. “We look forward to a strong nation which encourages neighbouring countries to have people’s government,” another ERB member said.Sanket said that to achieve the target armed struggle is going on in Dandakaranya in Chhattisgarh, Jharkhand Bihar, Odisha, Bengal, Telangana and Andhra Pradesh and efforts are going on to spread the movement to other parts of the country.

Saying that framing a new constitution with people’s welfare and their self-reliance would be its focus, the Maoists have also described the nature and composition of its proposed government.After a long time, Maoists shared a part of their plan to provide an alternative to the present system and sought political recognition of the movement just ahead of 17th Lok Sabha elections In a letter, copy of which is with the TOI, ERB spokesperson Sanket said the present form of “capitalist government is an oppressor and is semi-colonialist in nature”.He added: “In the revolutionary united front of neo-democratic government; peasants, working class, those exploited in the name of caste and religion for centuries would stand parallel with the petty bourgeoisie , including government employees, small businessman, private employees, and national bourgeoisie, comprising medium and small traders, to replace the semi-imperialist government, which believes in changing the ruling party instead of changing the socio-economic structure of the nation,” he said.Highlighting the gap among “the capitalists and the oppressed class”, ERB enumerated excerpts of the Arjun Sengupta Committee Report, which acknowledges that close to 73% of the national GDP in 2017-18 was held by a few big corporates and capitalist families. “The number of billionaires in the country has crossed the 101-mark while the remaining 99% of the populace feeds on the remaining 27% of the GDP,” the letter said.The Maoists have blamed the economic liberalisation policy adopted by the government in 1990s for the increasing disparity. “There has always been a gap among the rich and poor, but it became more pronounced in the last 25 years,” Sanket said.Speaking about the outline of the Maoist model, the Central Committee members have decided to work on a few aspects before declaring their dominance in any region. “Apart from a new constitution, the people in the country need free agricultural zones instead of special economic zones , industries will be made self reliant and independent with little or no interference of the state, the union of people with voluntary participation will be encouraged and the country will be taken forward as a true secular state where women also enjoy equal right and participation in decision making,” Sanket added.The Maoists have also decided to keep issues like welfare state , pro-people judicial system, environment and displacement in the core of their political values. “We look forward to a strong nation which encourages neighbouring countries to have people’s government,” another ERB member said.Sanket said that to achieve the target armed struggle is going on in Dandakaranya in Chhattisgarh, Jharkhand Bihar, Odisha, Bengal, Telangana and Andhra Pradesh and efforts are going on to spread the movement to other parts of the country. “We want political recognition but most of the mainstream parties are afraid of the fact that once an equitable government is formed they would be permanently thrown out of the system by the people only so the best idea is to ban our organisation,” Sanket said.
