Guv returns Jharkhand Finance Bill

Governor CP Radhakrishnan has returned the Jharkhand Finance Bill passed from the Jharkhand Assembly for the fourth time. The Governor has said that the amendment proposed in the bill comes under the jurisdiction of the Centre. The state government cannot amend it. Even before this, Raj Bhavan has returned this bill thrice. However, the return of the bill for the fourth time has not been officially confirmed by the Raj Bhavan. According to sources, the Governor has said that the custom bond comes in the central list. The state government cannot change this. This would be a violation of the Centres jurisdiction. The Governor has also objected to Section 30 of the Bill. According to the Governor, the provision of this section is influenced by the Attorney General of the country and the India Bar Act. It is said that the Governor had also taken opinion from the Attorney General on this bill. Let us tell you that firstly, the then Governor Ramesh Bais had returned the bill due to differences in Hindi and English formats and secondly, due to it being passed again by the Assembly. For the third time, he had asked the state government to send the bill after taking opinion from the Law Department whether it comes in the state list or not. This bill has been prepared to amend the Indian Stamp Act, 1899, Bihar Entertainment Duty, Court Fees and Stamp Act, 1948 (as applicable in Jharkhand).
