School Education Dept realising vision of CM Hemant Soren

Chief Minister Hemant Soren firmly believes that the determination of policies and their effective implementation should not be limited to the capital only, but its roots should be in the villages. To give concrete shape to this vision, the School Education and Literacy Department of the state is working with commitment. In line with this people-centric thinking of the Chief Minister, now the state level officials themselves will go to remote villages and monitor the ground reality of education schemes and programs. In this sequence, special training was provided today to the 61-member team constituted for the proposed state level school monitoring from 14 May to 20 May, 2025. The training workshop was chaired by Jharkhand Education Project Director Shashi Ranjan. Addressing the teams, the Director gave the mantra of "Inspection before breakfast in the morning". Ranjan said that due to summer, the school timings are only till 11:30 am. In such a situation, all the teams should go for a field visit early in the morning to find out the ground reality of the school by talking to the children. Do not submit the inspection report relying only on teachers and staff. Also take feedback from the children. He said that it is necessary to visit the schools where the number of out of school children is not improving continuously for two-three years. Prepare such a report on the basis of which future plans can be made. Check the Shishu Panji survey in the school thoroughly. Do not do only table work, if you are going to the field, then seriously check every standard. Match the school data with the U-Dias data. If children are not coming, then go to the root of it, find the reason. Do not submit the report only in yes-no format. The Director said that if CRP-BRP is not working, then report it. Appropriate action will be taken. He suggested the officials of the teams to bring seriousness in their conduct during the visit. He said that if you are going to different districts for inspection from Ranchi, then show seriousness in your behavior. Check the usefulness of laboratories. Are there instructors in the schools or not. See the MDM menu, enquire from the children whether they are getting nutritious food or not. Visit far flung schools, review the quality of education there. The JEPC Director said that do not go to schools suggested by BRC-CRP. Identify schools on your own and select schools on the spot. This will help to find out the ground reality. Do not get influenced by the words of BRC-CRP. He said that do not do any such activity which raises questions on the dignity of field visit and state level monitoring. During the meeting, the officials have been directed to inspect such schools which have claimed zero drop out. The officials have been directed to go to such schools and find out the ground reality of zero drop out. If the claim of the school is correct, then that school will be encouraged and if the claim is found to be misleading, action will be taken against the school. On the day of school inspection, attendance of at least 75% of the total enrolled children is mandatory in the schools. The attendance register of the children will also be checked. Along with this, the implementation of Prayas program in schools will also be reviewed. Instructions have also been given to investigate zero enrollment in schools. The State Level Monitoring Team has to submit the inspection report to the Jharkhand Education Project Director and School Education and Literacy Secretary by 27 May 2025. Keeping this in view, all the teams have been instructed to visit the schools during the stipulated period.
