Villages located within 20 km of the international border are referred to as border villages. SHILLONG: Even 25 years after the centrally-sponsored Border Areas Development Programme (BADP) was launched, not one of the 1,692 border villages in Meghalaya was found to have essential infrastructure, the latest CAG report states. "Scrutiny by the CAG revealed the border areas development department had not fixed any target for the number of border villages to be saturated (with essential infrastructure)," the CAG report, tabled by chief minister Conrad Sangma in the assembly on Thursday, stated. "The objective of the BADP was to meet the special development needs of the people living in remote and inaccessible areas situated near the international border and saturate the border villages with required essential infrastructure through convergence of scheme," the report states.Several border villages, the report states, are not connected to motorable roads, do not have healthcare facilities, lack mobile network connectivity and do not have concrete drainage system or adequate water supply. Located 2 km from the Tamabil Land Custom check gate at Dawki, which was constructed under BADP in 2007-2008, under a security scheme was found to be utilized as quarters by the police personnel. The CAG also made several recommendations, including proper utilization of funds and timely completion of developmental works, in order to improve living conditions in border villages in the state.
