It also admitted that the case had not been handled properly by personnel department in the past.Deepak Sanan, in a written representation to chief secretary Vineet Chawdhry, demanded initiation of disciplinary proceedings and registration of criminal cases against then SP Vigilance, Dharamashala, Bimal Gupta, then IG Vigilance A P Singh, then ADGP Vigilance Prithvi Raj, then chief secretaries P Mitra and V C Pharka and then additional chief secretary (personnel) Tarun Shridhar. He accused these officials of malafide functioning.On July 26, 2013, he was served a chargesheet under the AIS conduct rules in which it was alleged that he had exceeded his competence and acted in violation of the law while discharging his duties as principal secretary (revenue) to the state government.“My reply to this chargesheet, given on August 3, 2013, clearly established that the allegations against me were not borne out by relevant rules, orders and facts pertaining to the matter.
