SHIMLA: Union law minister Ravi Shankar Prasad, who was in Shimla on Monday for the BJP's `Hisab Mange Himachal' campaign, said Himachal Pradesh was the only state in the country where the government was on "bail". Accusing chief minister Virbhadra Singh of having no time for the state as he was busy fighting cases against him in courts, he said while the "agent" was is in jail, the "principal" was out on bail. Virbhadra is facing accusations of money laundering and amassing assets disproportionate to his known sources of income during DANCE his tenure DEMOCRA as Union minister. The HIMACHAL 2 cases were probed by the CBI and the Enforcement Directorate. Addressing a press confe rence here, Prasad said aid the state had faOf iled to make op timum use of CY central funds for develop017 mental pro jects.Prime Minister Narend ra Modi had sanctioned 61 national highways for the state, but the state government has not prepared any detailed project report till date, he said.On the gang rape and murder of a schoolgirl in Himachal, the minister said the case had exposed the state government's intentions."It's for the first time that a police officer of the rank of inspector general is in jail for breaking law," he said."As a law minister, I have written to all chief justices and chief ministers for timebound justice to rape victims through fast-track courts," Prasad added.Terming the action against him as a "well planned conspiracy" to destroy his public image ahead of the assembly polls, Himachal Pradesh chief minister Virbhadra Singh has blamed the enforcement directorate for concealing facts and giving out a concocted value of assets seized to sensationalise matters.
