He claimed that orders are being issued on time only in those matters where there is vested interest. "Moreover, the existing order has said the decision is in force till October 11.

He added that agriculture minister VS Sunilkumar had said that he could not reach the chief secretary despite calling him twice, which shows the administration has gone haywire, he alleged.At the same time, the order issued by the agriculture department showed that the order regarding the extension of moratorium was issued on March 7, three days before the announcement of elections. The order (GO (Ms) No. 41/2019/Agriculture), says that the concerned departments should go ahead with the decisions taken by the cabinet on March 5.The moratorium on loans availed by farmers from agriculture, commercial and cooperative banks is being extended till December 31. This is applicable for all types of loans availed by farmers, it said. The order then added that necessary steps should be taken by the revenue department.Interestingly, while a section said that a specific order in this regard should be issued by the revenue department before the announcement of elections, another section argued that the decision has been clearly stated in the order issued by the agriculture department and it is enough to process the matter without referring it to the election commission."Moreover, the existing order has said the decision is in force till October 11.
