Railway charged Rs 11.17 crore for superfast trains, but were delayed upto 95%

The findings revealed, that trains such as Kolkata-Agra cantt SF was late 138 days out of 145 between 2013-16. Similarly, Jaipur-Allahabad SF was late 68.34 % out of 578 days of operations between 2014-16. Other trains such as Lucknow-Agra cantt was late 58.99 % out of 851 days, Chhatrapati Shivaji- Hyderabad was late on 682 days out of 1055, Guntur-Secundrabad was late 41.33% out of 1096 days.

AGRA: Indian railways which is pondering on futuristic and ambitious high speed train service to compete against other transport services, failed to attain even consistent average speed of 55 kmph coined as 'Superfast' (SF) by railways and charged over Rs 11 crore from passengers for the same.In a report tabled in parliament CAG claimed that north central (NCR) and south central railways (SCR) levied and collected Rs 11.17 crore from passengers on account of 'Superfast surcharges', but some of their 'Superfast trains' were delayed more than 95 % during operations.A study was conducted about the data on punctuality of 21 selected superfast train during 2013-16 in NCR and SCR. The findings revealed, that trains such as Kolkata-Agra cantt SF was late 138 days out of 145 between 2013-16. Similarly, Jaipur-Allahabad SF was late 68.34 % out of 578 days of operations between 2014-16. Other trains such as Lucknow-Agra cantt was late 58.99 % out of 851 days, Chhatrapati Shivaji- Hyderabad was late on 682 days out of 1055, Guntur-Secundrabad was late 41.33% out of 1096 days. The least delayed train among 21 selected was Kathgodam-Kanpur, which reported 13.48 % late out of 141 days.In total the 21 superfast trains were delayed on 3000 days out of 16,804 days due to failure of not running on 'superfast' speed.According to railway, superfast surcharges varies for different class of coaches, such as for general it is Rs 15, for slepper it's Rs 30, AC (Chair Car, AC-3-Economy class, AC-3-Tier, AC-2-Tier) it's Rs 45 and for AC First/Executive Class it's Rs 75 respectively which were effective from April 1, 2013.Divisional commercial manager of Agra division, Sanchit Tyagi said, "There are scores of factors which delay trains or fails it to achieve superfast speed. Some the prominent factors are the maintenance of track, signal glitch, emergency brakes, accidents and other contributes in late operations of railways."He said, "There is no such rules or policy to refund money if train is delayed, but when a passenger files a TDR (Ticket deposit against reservation) against a train delayed for than three hours, then a refund is possible."
