Pilibhit: Faced with government apathy, rice millers in UP have framed a charter of norms to safeguard their interests in view of the forthcoming paddy procurement season beginning from October 1.According to state general secretary of UP Rice Millers Association Vinay Shukla, paddy in most terai and western UP regions contains over 22% of moisture while the government has fixed the permitted level at 17%. However, most of government purchase agencies overlook this and procure paddy containing high moisture levels. Millers have to face heavy losses as a result, he added.
