Nainital: The Uttarakhand high court on Monday directed the state government to regularise more than 18,000 contractual employees sponsored through Uttarakhand Purv Sainik Kalyan Nigam Limited (UPNL) in a phased manner within a year.The division bench of justices Rajiv Sharma and Sharad Kumar Sharma also directed the state government to ensure that the employees sponsored by UPNL get minimum of pay scale with dearness allowance along with arrears to be paid within six months. Around 2,500 UPNL sponsored employees are working in the state health department while others are employed in education, agriculture, irrigation and revenue departments.The court said that denying UPNL employees minimum of pay-scale and dearness allowance is “arbitrary and unreasonable”.The bench remarked, “Employees working through agency of UPNL, deployed by the state government and local bodies are entitled to at least minimum of pay-scale, which is being paid to their counterparts on the principle of equal pay for equal work.”The court was hearing a public interest litigation filed by UPNL Samvinda Karamchari Sangh through its general secretary Kundan Singh alleging exploitation of UPNL sponsored employees by the state government as well as local bodies.The petition stated that the workers are being paid Rs 8,400 monthly but GST at 18% and 2.5% service tax was also being deducted from their salaries.
