With Delhi Lt Governor Vinai Kumar Saxena approval for exemption of a 2.16-hectare area for transplantation/cutting of 27 trees, the last hurdle for a flyover project at the Nand Nagri-Gagan cinema junction is removed, Raj Niwas said on Wednesday. The proposal already cleared by the Environment Department, Chief Secretary, Environment Minister and Chief Minister Rekha Gupta will address the long pending issue of traffic jam and commuting in the area. It involves removal of 27 trees in due of which compensatory transplantation and afforestation will be undertaken as per laid down norms. This decision has been made under Section 29 of the Delhi Preservation of Trees Act (DPTA), 1994, and comes in response to a comprehensive proposal submitted by the Department of Forest and Wildlife. The proposal was initiated following a formal request from the Public Works Department (PWD), which sought permission for the transplantation and felling of 27 trees deemed necessary for the construction of the flyover along Mangal Pandey Marg. The flyover project encompasses a range of critical developments, including the construction of an elevated corridor, footpaths, comprehensive road work, road signage, electrical installations, drainage systems and rainwater harvesting facilities. All these components will be executed under an Engineering, Procurement and Construction (EPC) model, ensuring efficiency and accountability throughout the project lifecycle. In compliance with the Supreme Court of Indias order dated 19-12-2024, it is emphasised that any exercise of powers under Section 29 must undergo thorough review and approval by the Central Empowered Committee (CEC). The CEC has already approved the draft notification format for exemption under Section 29, which has been meticulously vetted by the Law Department in a related case concerning the transplantation and felling of 476 trees affected by the construction of the Common Central Secretariat Building at Maulana Azad Road, New Delhi. This precedent highlights the careful consideration given to environmental impacts in large-scale infrastructure projects. The approval of the Flyover Project at Nand Nagri and Gagan Cinema represents a significant advancement in Delhis infrastructure, aimed at alleviating traffic congestion and improving connectivity in the region and ensuring that such projects are carried out in a manner that respects and preserves the environment, while also meeting the growing needs of the citys population.
