Stormwater drain project violated tender norms? MCG begins probe

Gurgaon: More than a month after suspending its junior engineer, the vigilance wing of MCG has now started a probe into alleged irregularities in the construction of a stormwater drain from Inox Mall Chowk to Prakash Puri Chowk (service road). An audit of the project in October of this year found that the work violated the tender specifications.The civic body has also issued a warning to the assistant engineer of the project. A fresh probe will begin as the commissioner has asked the vigilance department of MCG to look into the matter. A team from the department will visit the construction site on Wednesday, accompanied by officials supervising the work. The contract for the work was cancelled, and payment was stopped after the chief engineer found lapses in the under-construction project. However, this is significant development work, and it is important to conduct a probe before restarting the project, said an MCG official. Only after the investigation report arrives will a decision be taken on whether the officials, including the assistant and junior engineers, will be charge-sheeted or not. Officials from the engineering department said that the assistant engineer and junior engineer sent a letter to the private agency on September 15, informing them that their work did not meet the required standards. The agencys work was rejected on October 6 of this year. Despite this, the work continued. The vigilance probe will investigate why the work started without the connection to the main stormwater line and who approved the estimates when the items used did not meet the specifications outlined in the tender. The probe will also investigate why the agency continued work despite being rejected. The drain work began from the opposite end, which will also be probed. Following the inspection in October, MCG chief engineer Vishal Bansal recommended suspension of work, which was nearly 60% complete, suspension of the assistant engineer and junior engineer, and stringent action against contractor for not carrying out work as per the norms. The chief engineer also recommended issuing a show-cause notice to the executive engineer, who was recently transferred by the state government. Despite the tender specification states that the contractor should have used ready-mix concrete (RMC) M25 to provide more strength and durability to the structure, the audit found that lean concrete was used in drain bed, after which cement rendering was done over it to make the bed.
