Now, government to disclose spendings on social media

An official notification seeking to hire a social media agency states, "Objective of the assignment is to develop and execute the social media strategy and ensure overwhelming presence for the finance department across social media. The plan is to put up infographics and banners for social media outreach. GUWAHATI: The state finance department is taking public financial matters to a whole new level of transparency. "A special purpose vehicle called Assam Society for Comprehensive Financial Management system (AS-CFMS) has already been created, which will take care of the social media blitzkrieg . For this purpose, we shall establish a social media cell in each of the line departments to bring the government closer to people," Sarma had said in his budget speech.

GUWAHATI: The state finance department is taking public financial matters to a whole new level of transparency. Very soon, people of Assam will get to know where their money has been put to use by accessing the social media This is part of the Assam State Public Finance Institutional Reform (ASPIRe) project, which the department is implementing, with World Bank funding. An official notification seeking to hire a social media agency states, "Objective of the assignment is to develop and execute the social media strategy and ensure overwhelming presence for the finance department across social media."A special purpose vehicle called Assam Society for Comprehensive Financial Management system (AS-CFMS) has already been created, which will take care of the social media blitzkrieg . The plan is to put up infographics and banners for social media outreach. The department will also have additional social media handles, pages and accounts, besides the existing ones of the department.The department plans to constantly update the content and regularly monitor the comments and reactions, share regular feeds and updates and have live tweets and posts during key events like when the state budget is being presented in the assembly.The AS-CFMS meant for implementing and managing public financial management reforms, including IT-related projects in the finance department and other revenue departments and externally aided projects, has a two-tier administrative structure - a governing body chaired by the chief minister and an executive committee chaired by the chief secretary.Finance minister Himanta Biswa Sarma , while presenting the budget for 2018-19, had talked about the need for social media presence for government departments with the moto 'xu-xaxon' (good governance). "As a part of this, we need to take proactive steps to reach out to people and communicate to them regarding their rights and what their government is doing for them. In today's era, it has become important for us to adopt modern means to communicate with the people. For this purpose, we shall establish a social media cell in each of the line departments to bring the government closer to people," Sarma had said in his budget speech.
