Judicial Academy Jharkhand will hold a one day regional conference on key issues of remand and bail jurisprudence in Palamu. The Judicial Academy is organising it in association with the Palamu judgeship. Its going to be the first such regional conference of the year 2024. The last one was held in Bokaro on August 6, 2023.   Justice Ratnakar Bhengra will be the Chief Guest on the occasion. Justice Anil Kumar Chowdhury and Justice Ambuj Nath will also be gracing this regional conference.    The conference is slated for February 25 and its venue is the government engineering college at Basoura village under the Lesliganj police station limits.    Civil courts registrar Amit Gupta said "The venue of this regional conference is the government engineering college at Basoura under the Lesliganj police station limits."   On being asked as to why its venue so far away say around 11 kms from Daltonganj to which Gupta said "There was the space crunch. We tried to have Pdt Deendayal Upadhayay Smriti Bhavan here but it is being renovated now. As the elite audience could be around 300 or so we needed space and government engineering college fits the bill for it."   The regional conference on key issues of remand and bail jurisprudence is an awareness drive, added the registrar.    Its a matter of concern if 154th report of the Law Commission of India and 3rd report of the National Police Commission is read together wherein it is stated that 60 per cent of arrests is unnecessary that causes 42.3 per cent of prison expenses due to such arrests. Indiscriminate arrests and difficulty in obtaining bails are some of the bane of the criminal justice system.   Court sources said three fourths of any jail across India has undertrial inmates. The undertrials outnumber the convicts. Its dismissal or decline of bails more than grant of it at the trial courts level.    Many trial courts develop knee jerks when it comes to grant of bail. It declines bail in a very mundane or mechanical way.    Bail is declined or dismissed in a hackneyed manner at the trial courts where rhetoricism is most evident like bail petition stands rejected as the case is of heinous or serious nature.
